I admit the article as bad as I first thought, but the title sets the tone for the rest of the article. If the title was "Man charged with public indecency" the average person's perception of the article will change greatly.

If public indecency was an on going problem in a park you bet there would stories in a paper. But more to the point if the idiot in question makes a stink about it then for sure a paper is going to cover the story which seems to be what happened here. He could have taken his slap on the wrist quietly but refuses to.
And really who expects a headline not to be sensational? Luckily most people actually read the article and realize he's not a sexual predator. ad to be honest yeah a guy who whips out his penis in public is a bit of a pervert. We are all to some degree perverts. Note that the headline did not say "sex offender" or any other such thing.
I agree it is likely a non-story but I don't think it was the media that first grabbed onto the story unless it was a really really slow news day. Instead I'd bet the media was reached out to by the defendant.
