It's a joke.
They even mention that they do it with cell phones, wallets, and iPods. If I saw one of those at an LRT station with no one around it I'd pick it up and try and get ahold of the person or return it to Calgary Transit. Imagine get arrested for it.
The 360 case is a little different, but what the hell do you expect people to do? Let it sit there for eternity until buddy realizes he forgot it and comes back? That's all well and good in theory, but it just doesn't work in reality.
There's enough actual crimes out there to solve/stop - the police shouldn't be creating ones of their own to "prevent future crimes".
