Geez, part the whole attraction for having sex in the outdoors is because you might get caught! If it "wrong" or "illegal" some of the thrill wouldn't be there for those people that pursue such activities.
The guy whipped it out, violated the law, got caught and got punished for it. I for one am happy to see random guys who think it's proper and polite to take their dicks out in public get punished. NO ONE needs to see that and certainly not the kids that may be in the area at the time.
We can talk all day about whether or not setting up stings for this type of thing is a valuable use of resources and what not, but ultimately the guy has no one to blame but himself.

I don't think the problem is that the guy got punished for what he did. It's completely understandable.
What I think is a joke is that the guy is getting vilified as a sexual predator for a consensual sexual act in public. Just fine the guy and move on to catching real perverts.
