I could be wrong, but my guess as to why they call it .50 cents rather than .50 dollars is because, believe or not, a lot of 18-22 year old men are just that stupid. Seriously, I'm 20 and I know I have a lot of friends who would see .50 dollars and be discouraged, and maybe even think it meant 50 dollars. I have friends who still have trouble telling time on a clock, I even have a couple friends who can't name all the months of the year in the correct order. My best friend asked me how to spell "nick" a few days ago. Yes it's scary, and it's not just the town I live in so nobody use that line on me.

I think that's the reason they write it that way. When they say .50 cents, everyone understands the cost. The intelligent people correct the mistake, and the not so intelligent people go on never even realizing there was a mistake. Everyone knows its 50 cents a message.
