Call me crazy but I grew up knowing that whipping your penis out in a public place was possibly going to get me in trouble whether or not some hot woman asked me to do so.

Geez, part the whole attraction for having sex in the outdoors is because you might get caught! If it "wrong" or "illegal" some of the thrill wouldn't be there for those people that pursue such activities.

The guy whipped it out, violated the law, got caught and got punished for it. I for one am happy to see random guys who think it's proper and polite to take their dicks out in public get punished. NO ONE needs to see that and certainly not the kids that may be in the area at the time.

We can talk all day about whether or not setting up stings for this type of thing is a valuable use of resources and what not, but ultimately the guy has no one to blame but himself.
