Jack Cust was the prototypical AAAA player. Too good for AAA not good enough for the majors. For like 8-10 years he put up huge numbers in AAA but could never stick int he majors. This past year he finally found a spot with Oakland though and was likely to be their DH this upcoming year. He was also a stud prospect when younger and expected to be a big star.
It is easy to see why he would be attracted to taking roids knowing how close he was to being as good as people had always told him he was.
There was a good story on him in SI a few months ago and the guy is still treated as a god in his hometown. I am sure it isn't easy to come home and hear all the questions about how you aren't in the majors yet, when everyone expected you to be putting up Bonds type numbers by now.
