The thing is, there was recently a story where a couple insurance companies were given large fines for refusing to insure people (link)

ING had refused to renew policies of 57 drivers, while Unifund had 47 cases of refusing to renew or issue new policies, both over a two-year period

Under Alberta's insurance legislation, insurers must provide compulsory liability insurance to virtually "all comers," with limited exceptions.
So insurance companies MUST sell to anyone who asks, as long as it is withing the prescribed limits, and apparently this guy could have been charged even more.
