I think there are a lot of people that would like to know what it feels like to kill. The difference however, is that most people value their own life and freedom too much to do it to humans/civillians.

The danger happens when these people also become suicidal and plan on ending their own life. At that point, there is nothing holding them back. Really, once someone decides to end their life, they become powerful. When you know you can turn it all off at some point, there is nothing stopping you.

So really, it is a 2 part question. What makes people dislike other humans so much, and what makes people not want to live themselves? It's likely a combination of several things.
