I honestly think that the higher the population density, the easier that it would get.
If your smart enough to keep your mouth shut about your plan, and you keep your group small, the chances of a fast police response in Calgary while pretty decent would not prevent you from causing mass damage and panic in a place like Chinook Center at this time of year.
If you get three of your friends and give them each a small submachine gun which can be placed under your jacket. And you co-ordinate your shooting so nobody is ever reloading at the same time. You each take a spot opposite to each other, and you shoot to herd as many people to a central location as possible. You could probably kill a hundred people in as short a time as 5 to 10 minutes.
Grenades are small and have what a 30 meter kill radius and a much larger wounding radius. You drop a couple of those from the second floor of Southcentre into the Santa Clause area.
All you need is the weapons, and good security in your group, and you would have a 5 minute head start on any kind of police reaction.
