There are a lot of ambiguous words in there such as "Ideologically". In one context, yes that could be taken to mean against the American Ideal. This would give the government allowance to take action against anyone who's professed ideology is "incompatible".

However, much worse has already been committed in the US in the form of McCarthy'ism. That failed in light of the Constitution and any misuse of this proposal would likely fail as well.
