Default Apartment sub-metering?? Anyone know?

Here's my story, I just moved back to Calgary a couple weeks ago, got a job downtown. I found an apartment, that was pet friendly close to work etc, due to time constraints I didn't have a LOT of choice, but it seemed like a good choice..


Now I just got a notice under my door about a submetering information session. Now I'm guessing this means they are going to be bringing in submetering. Has anyone ever had this? Because my agreement had electricity included and now it seems that I may have to pay electricity, will the landlord lower my rent? I can't really afford any more expenses as my government salary is stretched pretty thin as it is. Myself and my gf won't be home much so I'm not really all that worried about electricity use, just evenings, but are they allowed to put in submetering without lowering rent?

Anyone know anything about this? I'm not sure if I will be able to make it to the submetering info sessions they have scheduled.
