I'll probably do what MarchHare suggests and just pound on buttons to get a person I can ask.

Dont forget to demand a new phone!! I hate that non-emergency line. If it isnt an emergency they dont wanna hear about it.
Last winter I called it to inform the police that there was a guy walking down the street "
Loser Drunk"!! This guy was loaded, just walking down the street with no idea WTF was happening around him, stumbling and swearing at noone in particular. So, hes not doing anything fantastically dangerous, but something could happen to him so I called 911.
They were summarily furious and told me to call the non-emergency line at risk of charges being laid against me for frivolous use of the emergency line.
WTF? Its not like I drunken dialed them or was making a prank call or anything.
Anyways, I call the non-emergency line, an lo and behold, while I was on hold (for like 15 damn minutes) buddy walked into an intersection and got smoked by a cab.
At this point I hung up and called 911 and stuck around until the ambulance got there. Add to that that the EMT lady put the stretcher on the ground and there is a slight hill so the damn thing starts rolling away. Here I am, in -20 weather holding a stretcher in the middle of an intersection with hosed-guy bleeding everywhere.
Anyways, by the time they get this guy in the ambulance I ask the EMT where to call about the non-emergency line, because this seriously could have been avoided.
It was fantastic. I had such a good time I try and do it every other month.
