Calgary has it's fair share of winter driving conditions in a year. People should realize that and purchase the necessary safety equipment for it. If you don't want to pay for a block heater or winter tires, move to California.

You should be worrying about peoples driving abilities.
In a city where the cost of living is high not everyone has the luxury of extra funds for winter tires. Maybe it's you that should move to California.
