I agree they both could have handled the situation better, but I tend to sympathise more with the woman, since she's the one who had to pay the price (in the form of her job).
And I don't see the harm here in allowing the rest of the women to wear longer skirts, if they want to. Remember though the woman in the story went through the trouble of making the skirt herself and making it look identical to the provided one, just longer. I would bet most women would rather just wear the shorter skirt rather than going through the same hassle.
