You can try a new board. Just by the size and shape that looks like a voltage regulator, although manufacturers can make almost anything into any package, so that is just an educated guess.
I've never dismantled a drive to look at the board, but if you can do it I would try to just replace the whole board. You don't know if anything else went bad when that component blew.
