Calgary's tried this twice and it's failed miserably. Trouble seems to need critical mass before it gets really out of control and that's what you seem to get when you put a bunch of places next to each other (see Oylaz fans + Whyte Ave). You're not young enough to remember Electric Ave, but you probably remember 1st SW's festering cesspool featuring NYLA, the Taz, and the Cherry Lounge. I used to live around the corner around from that and it was always such a treat to dodge the yellow crime scene tape on the way to work everyday. If 1st SW is an example of what you guys deem desirable - keep it.
I think the big problem is the inevitable rise and fall of your typical club lifecycle. Starts out great, and as other bigger and better clubs open up it slips to ghetto status real quick, and stinks up an area real quick.
I do see your argument and agree that there's got to be somewhere a 'club district' can be setup downtown (like the lots south of 9th Ave I keep saying). It's not next to houses and hotels though....
