Winnipeg got bumped to 2nd place in circa 1982. Shuttle was due to land, but weather in California prevented that. The alternate was Florida (Shuttles hadn't landed there yet) but weather also prevented a landing. The shuttle switched to a polar orbit and then came into White Sands, New Mexico. Winnipeg was the secondary site in case something suddenly shifted in the weather there. As an 11 year old kid living there, I was hopefull.
I'm not sure Calgary is still on the list though; unless we are talking about absolute emergencies. One of the criteria was that it had to be an airstrip on a secure military base.
