Edit: Pedro's cousins were definitely modern day gangsters as well and I'm sure there were other things. I guess it's set in the present, but just in a comically unstylish town.

Could of been set in the early 90's as Pedro's cousins looked like they were from the early 90's when the gangster image really blew up. Also the mixtape Napolean got from Kip's g/f definitely didn't sound like it was from the present.

I'm thinking it's messed up like that on purpose. You have the ugly late 70's clothing, a predominantly 80's soundtrack, the internet (and being able to buy a time-machine off it), and the backstreet boys song, plus summer's boyfriend has the combed-forward-then-up type hairstyle that gained popularity in the late '90s/still exists today. My guess is they were trying to make it transcend time maybe?
