I think what he means is that By Law... you are SUPPOSED to let someone in if it is a merge, he's not saying that your case was a merge.
I've had ass hat drivers who was CLEARLY low on self confidence and HAD to be ahead of me during my merge... I sped up, signalled and as I start my merge, this guy, who I initially had enough time to merge in front of him, just floors the gas to get past me and I had to go on the side of the road because of this stupid idiot and it was a merge where I was supposed to let in.
