An issue I heard about this method was people weren't really happy that someone could be elected that they didn't really vote for. They may have a great local representative, but didn't want that vote to also mean someone they didn't like getting elected. While personally I like the concept, in practice it will be difficult to put in place in a manner the average person can understand (and support).
