Unfortunately in cases like this, it isn't. The police don't have the power to detain people and compel them to give up information. They could be called to testify, and then charged if they fail to appear, answer questions, or perjure themselves, but no prosecutor will call a witness unless they have some idea of what they're going to say or that they have something to say.

Those kids'll eventually give it up though. It's just a matter of enough people pressuring them to do so. Sounds gang-related and sloppy. I'd expect arrests fairly soon. What a horrible story though. There's some nasty stuff going on in Calgary these days. Condolences to the parents. And to the poor people who have to live with the images of that night.

edit: I should note that, strictly speaking, any act which obstructs a police officer in the lawful execution of his or her duty can technically be grounds for a charge of obstruction. In cases like this it's impracticable however, and there's not much police can do except continue to ask questions until someone answers them.
