I don't personally think the play should have been penalized (Moreno was falling at the same time and just unfortunately landed on Hank's shoulder) but the Stamps are effectively being told they don't have the right to publicly disagree with a decision from the head office? The article in no way disparages or bad-mouths the league, they simply state that the finding (in their opinion) was not consistent with other instances of roughing and perhaps cost the Stamps an opportunity to win the game.
