What's with all the toilets having tape over them and a note?

I've replaced my toilets and they don't come out of the box like that.

The toilets aren't new, but they're supposed to be secured so they don't get used and the water lines don't break/freeze.

The banks hire a management company to take care of the properties, and usually tape up the toilets and put notices in the windows.
