Um, they don't have legalized prostitution anywhere in Canda. I think they are referring to the legal loopholes around Escort services, which is a Canada-wide loophole. Not just Windsor. No one talks smack about my alma matter!!

Not if you do it in public. You can communicate for the purposes of prostitution only in places where a degree of privacy is the rule. In non-public buildings, in telephone conversations originating in non public places (your home, a private office, a closed room where only you and the prostitute occupy).
The public communication aspect was designed to minimize street prostitution.

I believe phones are considered private communication. I don't know if you making the call while in public is a problem. Solicitation is not legal, running a 'flop house' is not legal, and I think I've heard "pimping" ("living on the avails of prostitution" in legalese) is illegal.

As Incinerator said, the Communications Act in 1985 was what changed the law making it illegal to solicit sex in a public place. Warning, your automobile, is considered a public space.

It's the reverse. In Canada, strippers can be completely naked. In the United States they cannot. They only get "topless dancing." Big whoop, eh?
