I have to back up Cali here. To say something offends you is not (or did not used to be) a call to arms to eradicate it from the earth and commit your life to protesting it on an all-encompassing level.
Freedom of speech includes the freedom to offend. Being offended can be nothing more than being displeased by something another person says.
I am 'offended' by the pathetic use of a stereotype that objectifies women based entirely on their ability to make another person feel 'hot' but at the same time I see some merit in the author's attempt to provoke discussion. I can be offended and not frothing at the mouth all at the same time.

If his goal was to draw attention to the differences between Saudi Arabia and Canada on LGBTQ issues, this is not the way to go about it, said Carla Bertsch, a social worker who works on gender and sexuality issues in Calgary.
“That message is lost in his advertisement. That message does not come out for me, this is just an advertisement that oversexualizes women,” she said, a lesbian and a member of Calgary Social Workers for Social Justice.
“There is so much more to my life than whether I’m not or overly sexual. This is simply an ad that’s using sex to sell.”

She added gay and lesbian people in this country also face forms of discrimination and oppression.
“If this (poster is what convinces you to buy oil from Canada instead of Saudi Arabia, then I think you probably don’t appreciate the movement that is still happening.”
She believes it will do nothing to persuade fellow LGBTQ people of the moral superiority of Canadian oil.
“It’s not speaking to my community. It’s speaking to a privileged community … of mostly men.”

As rubecube noted, it's tacky. But I would hope LGBTQ advocates can recognize the difference between a society that sometimes sexualizes gay women in a tacky manner, and societies where men hurl rocks at them until they're dead.

I'm sure everyone can recognize the difference. I know I'd rather be insulted than murdered. I'd still rather neither happened though.

I mean, ya, the ad is tacky. In poor taste... but are people really more offended by the objectification of women, rather than the oppression and government murder of gay people in Saudi Arabia? A country that we flow so much money into?
Priorities.

It is possible to be bothered by the objectification of women and the fetishization of lesbians in North America while still being appalled at the treatment of women/the LGBT community in other countries.
Just because women/lesbians in those countries face absolute atrocities--it doesn't mean we're the bastion of female equality and LGBT rights here in good old North America either. And we're supposed to be more advanced--thus we should hold ourselves to a higher standard than "well hey at least we're not stoning people."

I said the ad was tacky and in poor taste. I don't recall endorsing it. And if you follow online the outrage seems to be almost squarely on the people who made this image, and very little is talked about the incredible lack of human rights people are forced to endure in Saudi Arabia.
