If there if we go over 30 by a little bit, it might be best to stick to 30 GM league and keep extras on reserve in case GMs need to be replaced.

They can join as many leagues they wish, granted they get commissioners approval to enter those leagues.

If it's cool with everybody I'm going to send a psn friend request to everybody in the league at some point before the start of the season. Might make things easier if somehow EA's communication lines aren't what we hope them to be (I refuse to believe it possible as well, but best be prepared).
