It creates almost a gang like mentality among the kids, as their parents are struggling so hard, the only way to get nice things, is to steal them. I feel for the kids, as their options are very limited.

It's not about poverty per se. There are places in the world far more impoverished than the rough parts of Calgary, which nonetheless have very low crime rates. It's about social cohesion.
A lot of social housing is dedicated to families with single moms. Put a bunch of boys together with no fathers in their lives, and you end up with anti-social behaviour. There are several social housing units in Southwood and Canyon Meadows off Elbow Drive, and that area has the same issues. A friend has a condo nearby and fixing vandalized cars is a routine expense. We were driving home from there one evening when our car was surrounded by a bunch of teenage boys who said they had a gun.
