Had the Caps not made this trade, they would have had to expose two of Wilson, Eller and Beagle because of expansion draft rules.

It is still possible they want to sign him, just maybe the negotiations are at a point where they won't have a deal done in time (e.g. he may want to go to arbitration). His agent may have also been playing hardball a little bit thinking he could get a bit more money out of the deal if the Caps needed to sign Connolly to meet expansion draft requirements.

But didn't the Caps just have to give him a QO to retain his rights? RFA's who have their QO count towards the exposure requirement do they not?

no, forwards and d-men have to be signed for next season.

the QO only applies to goalies

Player Exposure Requirements
* All Clubs must meet the following minimum requirements regarding players exposed for selection in the Expansion Draft:

i) One defenseman who is a) under contract in 2017-18 and b) played in 40 or more NHL games the prior season OR played in 70 or more NHL games in the prior two seasons.

ii) Two forwards who are a) under contract in 2017-18 and b) played in 40 or more NHL games the prior season OR played in 70 or more NHL games in the prior two seasons.

iii) One goaltender who is under contract in 2017-18 or will be a restricted free agent at the expiration of his current contract immediately prior to 2017-18. If the club elects to make a restricted free agent goaltender available in order to meet this requirement, that goaltender must have received his qualifying offer prior to the submission of the club's protected list.
