In all cases, those goalies were the teams' first picks in their expansion draft. It seems unlikely to me that not one of those teams would have signed a junior FA beforehand, but the rules in the 90s were probably different.
As far as this signing goes, those WHL numbers point strongly to Duke being a fringe AHL guy, not fringe NHL. This is McCrimmon doing one of his guys a solid.

Also, Vegas is at zero professional contracts - well, one now.
If they are planning on having an AHL team, and in fact, any kind of organizational depth, they need more than just the 30 guys they are going to pluck from the other teams.
And they can't just go out and sign 10-15 UFAs either.
They need to build all levels of their depth, and that includes AHLers. So this seems like a reasonable, though completely uneventful, signing.
