I mean, that's a stupid justification, but you can't force a going concern to run your ads if they don't want to. Grande Prairie's decision about what ads to run on the side of its buses is not the city performing some governmental function. If you want to run the ad, do it yourself, or find another outlet that's willing to do so. Maybe someone owns a billboard that will take your money to put it up.
