Well to be fair, the article quotes a Remax rep. They have a bit of a vested interest in trying to downplay the impact.
As for the whole enforceable thing, it'll be interesting to see what the penalties are for lying about who is living in the home. I would bet that if the city takes a hard stance and calls it for what it is, fraud, and makes a couple of high profile public examples, that it would deter most people from engaging in that type of behaviour.
I also don't think you'd need that sophisticated of a records system to search for people with multiple property deeds under their names and investigate from there.
