The defense corps basically has two tiers in my mind: Four locks, then three spots for anybody else listed. Haydn Fleury (Carolina) and Travis Sanheim (Philadelphia) were both great at camp last year and seemed to be groomed for the Finland assignment in 2016. Hicketts (Detroit) returns after a strong showing in Toronto, while Brandon Hickey (Calgary) was such a revelation at Boston U. as a freshman that even the famously anti-NCAA crew at Hockey Canada cannot overlook him.

per Aaron Vickers each of the goalies (McDonald, Blackwood, and Montembeault) will each get a start with the starter for the 4th goalie TBD. Not clear as to which goalie will get the start on Monday.

The reason NCAA players rarely get invited to Canada's camp is mostly because the top Canadian prospects usually don't go the NCAA route.
This is definitely true, but it's a bit more than that too.
In 2010, all 4 NCAA players invited did not have their NCAA team named when Hockey Canada announced the 39 man WJ tryout roster.
Obviously Hockey Canada can, will and should promote the CHL over NCAA - but it 's petty to omit a player's current team, and I am pretty sure that never happened since.

Yeah that may be more political than anything. Probably based on how the NCAA keeps recognizing the CHL as a pro league. The CHL does miss out on some talented kids that won't play in their leagues because they want to keep their college options open.
Doesn't necessarily mean that Hockey Canada will reject a player just because he plays in the NCAA.

The US has also been accused of avoiding their players playing in the CHL. It's probably a bit of coercion practised by both sides directed at players to stick to their own development programs.
