Without any background knowledge on the business, but just going by Friedman's assertion that is it a lot and it is rare, my gut would tell me that they are cutting the fat and doing an overhaul/re-structuring in multiple departments. Perhaps it has been a long time coming.
Honestly, the Flames do not strike me as a very efficiently run franchise. At the top level, there are a lot of cooks in the kitchen (Edwards > King > Burke > Treliving > Conroy), not to mention experienced guys with clout like Maloney, Button and Goulet in the system.
If the lower ranks at all mimic that structure (as many organizations do), I would think that restructuring might be due. (Also, good point in the post above).
