I think charges should have been laid. To me this is bad decision making. You were following a vehicle driving dangerously with your lights off, and the result is a dead child. Terrible.

I don't know why its not dangerous driving causing death at the very least. Criminal negligence causing death sound even better.

I think if police are allowed to travel 122 km/h in a 50 km/h zone they should be required to have lights flashing at the very least. It seems that based the letter of the law the officer did nothing wrong, so perhaps it's the law that needs some adjustments.

If the police car had it's lights flashing there is no way the other driver would have made the left hand turn into it's path.
