I've done some work on the design and construction of a couple large arenas and what you have to remember is that these are very early design drawings and are meant to show the structure and overall form of the building, not all the amenities.
You can see when the view is from up above the arena that the two large grey rings around the main bowl would have to be an upper and lower concourse and the concessions, washrooms etc. would most likely be along the inside of the concourse, similar to parts of GM Place for those that have been there.
If this design was taken farther, the exterior of the building would have significantly less glass (at the concourse level anyways) and you probably would see very little, if any, of the main bowl through the concourses from the outside.
I can't say I'm all that wild about the idea of having a street running underneath the arena with shops, restaurants, etc. It looks OK on paper, but I think in actuality it would look like a dark, depressing concrete tunnel in Edmonton in February.

Not sure where I read it, but this proposal has the arena sitting directly across from the police HQ downtown...worst area in the city. Nothing but bums hang around there, and unless they plan on putting them all on buses and taking them to Saskatoon, that is a terrible location for the arena. A little further west is more ideal, but still not great IMO.

I think a plan of gentrifying the area is part and parcel of the downton arena plan.
Because really, up to about 97th street the downtown area is just fine, then it goes all 3rd world at 96.
An arena and a likely push by the city to move some actual businesses into the area, will drive the bums somewhere that the business sector won't have to look at them.

I can't imagine this thing ever being built.
Having the ice surface above ground level seems terribly impractical.
Where would the dressing rooms be? Where would the Zamboni park?

The ice surface at Madison Square Garden is above ground level, but having warm air under it can affect the ice quality there. That shouldn't be a problem in Edmonton though. I think the design is ugly, but since I don't have to look at it on a daily basis and only go there for a game or 2 per season, I'm all in favor of anything different and wacky.

Raising the entire thing above ground means much more building has to be supported, and that means spending more money. Plus, the supports holding up the top of the structure need to be higher up, which means more material, which means more money.
Plus, I don't think the architect has talked to a structural engineer yet. How exactly is that wok shaped bowl going to hold up the roof? And that's not to mention the massive snow loads that they would have to account for - with the flat roof like that.
I have no idea why this is being released to the public yet, its obviously just a "starting point" or an idea, totally impossible to build in its current form.
Perhaps you could build something that looked similar to what is shown, but it would likely cost over a billion dollars.
Raising the level of the floor to above grade makes handling load ins for concerts/ etc so much more difficult, as well, as you need ramps to get equipment up to the floor, all while wasting space above ground When the floor level is below grade, you can hide those support services from the public view, with a structure like this, hiding those support facilities would be impossible.
