northcrunk is likely referring to mutual combat, which is a thing in some jurisdictions like Washington state. Certainly not applicable in Canada nor in this situation even if we were in Washington.

Then the ground gets to punch the butt dropper in the face for possibly exposing it to communicable disease and ultimate disrespect? See, it's not at all like spitting in someone's face because the ground isn't a person.

Doing these things to a person is the only way to put them in the same class of tort and spitting in someone's face is egregiously worse than throwing a cigarette butt at them or the ground. Kind of funny that you'd attach the same levels of offense to both.

Yeah...like having an ashtray nearby has ever made a difference with a lot of smokers in where their butt ends up when they are outside. I see them put the effort in, when they are/were inside...but if they are outside, they could be standing right next to a garbage can with an ashtray in it, and there's a 90% chance that butt ends up on the ground anyhow.

I think you may be right. That, or some other high ranking person or someone with powerful relatives. Why else would the Police not release this info to the public?

The culprit must have a lot of power or pull with law enforcement.. Could be a big cover-up. Just like the Taman Inquiry of 2005
