From most reports I've read it should be ok.
I'm not a shoulder dislocation expert but 3 weeks should be enough.

it depends on so many things, liverpool saying he sprained the ligaments with no tear, which is probably best case
Even if thats true most of the time its a 2-3 month injury according to medical specialists, i saw the NHS quoted in a story saying 12 weeks minimum to fully heal, carragher mentioned as well he missed 2 months with it before
So 3 weeks is so tight, even just the pain management, he would be on ALL of the torodol, I guess he plays, but I also dont think he will do well and he shouldn't be playing

Where are you getting reports of a dislocated shoulder from?
Egyptian FA have announced sprained shoulder ligaments.
If it's anyone's fault he got injured it's his own. He's the one doing the holding. But fact of the matter despite the whining against Ramos it's an everyday two players tussling for a ball event.

Yeah that play was nothing more than an unfortunate incident.
Both players were grabbing and jockeying for position. Wasn't a malicious take-down by Ramos at all.

And had it been Henderson or Milner, it probably wouldn't even have been a story. Just sucks that it was Liverpool's most important player.

It's not even the same shoulder that was injured. Yet, Liverpool fans (not on here I hope!) have signed a petition asking that Ramos be penalized. I have no idea what purpose a retrospective yellow would serve, never mind that it's not even a foul. Just so pathetic.

The complaint of a foul comes from what Ramos does after that picture. He continues to lock arms and turns away as he falls. It pulls Salah under and causes him to land on his other shoulder.
I don't doubt that Ramos saw an opportunity to pull Salah to the ground, buts it's just bad luck more then anything that the play resulted in injury. It looks like it could be called a foul, but nothing worthy of a card.

You're supposed to roll when you fall. Do you want him to land face first so he potentially doesn't injure someone who's wrapped his arm?

I'm not sure what you're looking at. I see Ramos come over top and lock up Salah's arm. Salah is likely trying to pull it out and Ramos then rotates.
