Holy cow, this is an epic bump.....my guess is one of two things will happen, you will get the ticket eventually or it will never get to you.
If I were you, I'd make time asap to get to,a shop and get the plate issue fixed.

Alberta doesn't mail out photo radar tickets out of province to my knowledge. I know when I was a student and had BC plates on my car, the few times I saw a flash nothing ever came of it. They also have issues letting other provinces know about regular tickets as well, as I racked up a few standard speeding tickets while still new to the city and while I paid them, they never showed up on my ICBC driver abstract when I switched my license over

I agree with photo radar when it is at a fixed installation with signage at locations deemed to be a high risk of accidents. This will train drivers to slow down at these dangerous spots. The photo radar vans set up at speed traps are nothing more than fundraising however.
Also, if you think photo radar is bad in Alberta, come to Australia they love it here. The car owner even gets demerit points if caught speeding and if someone else was driving your car you have to rat them out.

Spray them with WD40 liberally and let them soak for a while.
Driving around with invalid plates is not a good idea.

If you don't get that plate changed you're looking at a decent sized ticket, demerits that will affect you insurance and potentially a $300 tow and impound bill unless he officer is unusually nice.

Alberta does mail out the ticket as my dad found out three years ago when he was visiting here from Manitoba. I can't say about now, though, but I don't see why they wouldn't to collect more $.

If the bolts are as seized as he says, something like PB Blaster or Liquid Wrench will do a much better job than WD40.

Cut the bolts? Doesn't matter if your license plate is damaged a little at the bottom, new one going on anyways, right?
Agreed with others. Usually they don't mail it out of province unless you did something so dumb, they make an exception for you.

Seriously, duct tape the AB licence over your MB one. I'm sure someone can correct me, but running around with a void plate likely doesn't even make your AB insurance valid.

Curious question. Is the license valid if you put it in your rear window? I seem to see cars doing that all the time.
And for the bolts, are those plastic bolts I've seen on other cars any good? Or do they break easily?

Caveat: my own interpretation after looking for solutions for my bike rack:
Maybe? I'd imagine you'd still be insured, but the Traffic Act states it has to be visible with illumination. So unless you have lights covered in your rear window, you can still technically get a ticket. The only time I've used a rear window setup was with an in-transit permit. Never a plate.
If he has an AB plate in the rear window and an MB plate installed I'd imagine that'd lead to nothing but trouble.

I had my plate in the back window of a car for a few days for the same reason, bolts were rusted in. Police pulled me over, got a verbal warning. Other officers might not be so nice.

My suggestion- take it to a mechanical shop for an oil change, and ask them if they can swap the plates as you tried and couldn't. The will have the car on the hoist and have the right tools for the job. Most reputable places should only charge you a nominal amount if anything.
I say mechanical shop as opposed to a "quick lube" place- or even Canadian Tire. Might also be a good way to find a good mechanic that you like if you don't already have one.
