That's a fair guess. But then, say, if a team from Finland plays a team from China, no Russian anthem would be played at all at that game. I find that hard to believe since the league is based in Russia and predominantly Russian.

EDIT: You're right. Article 52 of the KHL Reglament document says - that only two anthems must be played - one of the home team's country and another of the visiting team country in the order determined by applicable laws of the home team country.
