City of Markham votes in favor of new arena plans
Interesting news.
It appears the prospect of a second NHL-style arena in the Toronto area took another step closer to becoming reality late Thursday night.
Markham Council voted 11 to 2 to allow the borrowing of $162.5 million for the new arena.
Town officials stated that the money will not be raised through property tax increases, but instead through charges to developers and service fees at the arena.

I certainly hope that there is some behind the scene information provided that they would be getting an expansion team or transfer team in the next 5-10 years.
The NHL BoG has to be happy that there is a demand for their failing franchises.
A some point the failing teams will need to be relocated and a year ago there was not a lot of viable options. Winnipeg was not considered to be a viable NHL market but the NHL was forced there as the only option available.
After the incredibly successful exceeding all expectations Atlanta to Winnipeg relocation the BoG has to be more receptive to more teams in Canada.
Quebec, Markham, Hamilton would all generate more revenue than at least 5-10 current NHL teams.
Having someplace to get their $200M investment back rather than contracting a couple teams provides a much better option.

The Markham Chargers is what I've heard the team name could be IF they get a team. Sounds minor league to me.

Sure, but like every other market that had a second team come in, the Leafs will get paid to get out of the way.

It's right beside a Go Train station, which would be good for them.
Toronto is the fourth most populous metro area in North America behind New York, Los Angeles, and Chicago. Each of those cities have more than one 15,000+ capacity arenas in the area.
The Allstate Arena in Chicago seems to do okay for itself even though its biggest permanent tenant is the AHL's Wolves. So, even without an NHL team, the arena has the potential to do okay for itself as just an entertainment and concert venue. Of course, I'm sure it will have 150 private boxes that they'll want to be able to rent out year-round, and they'll need a big tenant to do that.
If I were a resident of Markham, I would definitely be concerned about facing the same problems that Glendale is having now. Almost 9 million people live the "Golden Horseshoe" but Markham is on the edge of the high population area.

From a population standpoint, the GTA can totally support another NHL franchise easily. The toughest thing will be for this new team to pull deep loyalties away from the Leafs, but that won't be too difficult if it wins.
