I'm sure it's a custom built level done on an emulator, I've seen these kinds of levels before where the idea was to make a level that played itself, just not one set to music and synced like this.
In this video mario is never actually controlled by the controller, he's always reacting to the environment by bumping into things, bouncing off of things, etc.
