Boy do you have this wrong.
The parent pays taxes, therefore she is the customer. The province/government faciliates on behalf of the taxpayers.
This 'in the best interests of the province' is socialist garbage.
In my opinion there are too many policies happening that should be the individual's responsibility.
Either way, this whole case could have been managed much better from all parties. How about everyone getting together and explaining the circumstances of the child.
Communication people...its not hard. Getting media involved for a case like this is really quite silly.
