#NHL has a few ideas to "jazz up" Vegas exp draft selections in a made-for-TV event. Still deciding exactly how to present.

Craig Custance @CraigCustance
The NHL sent a memo to teams today declaring a list of players exempt from the expansion draft as agreed upon w/NHLPA. Full list:

These would be the players who are exempt because of long term injuries. A few of them have NMCs (e.g. David Clarkson, Nathan Horton), which means they don't automatically use a protection slot.

Golden Knights and NHL are currently negotiating with NHLPA to get more time to pursue unprotected free agents:

https://www.reviewjournal.com/sports...e-free-agents/

Quote:
The NHL again is looking at tweaking its rules for the expansion draft on June 21.

This time, it’s the predraft period the Golden Knights will have to pursue unrestricted and restricted free agents. Originally, there was going to be a 72-hour window for the Knights to take a run at any unrestricted free agent or restricted free agent. But the league confirmed Tuesday the length of the window might change.

“We are still discussing the precise parameters of the expansion draft windows,” NHL deputy commissioner Bill Daly said Tuesday. “The team had asked us to see if we could find ways to extend, and we are in discussions with the union regarding that.”

Golden Knights general manager George McPhee said extending the time to pursue free agents is fair for both sides.

“All I know is in previous expansions, teams had three to five days to deal with free agents,” McPhee said. “We’ve known all along that the window would be from the 17th to the 21st. So we haven’t focused on that a lot. We’ll let the league decide that.”
Daly said talks are ongoing with the players association and he did not know when the sides would reach an agreement. But it impacts the Knights and their ability to sign free agents. It also puts pressure on free agents to make a decision.

Daly confirmed that any unprotected free agent that is signed during the period counts as the player that the Golden Knights select from his prior club. Only one free agent per club can be signed.

Ah, it's not just UFA's they can court but RFA's as well?

So that means an offer sheet correct? And if the player signs, the original team can still match if they want?

I wonder if they'd take a run at any of ours? Like for instance, if they think Bennett is about to break out, would they offer him a 5 x 5 or something?

Hopefully they pour the coals to the oilers with Draisaitl. Just #### their cap right up.

Well Bennett and Draisaitl are going to be protected, so they can't do that.

Any team can make an offer sheet if the player is eligible.

1. The RFA has to be unprotected. Highly doubtful the Flames or the Oilers expose Bennett and Draisaitl respectively..

2. If the RFA is unprotected, then there is no offer sheet compensation, it is essentially as if they just used there expansion pick on that RFA and signed him

At least that is my understanding.

They can negotiate with unprotected RFAs & UFAs, if they can agree to a contract in that time period, said player counts as their expansion pick. I'm not sure if they can draft RFAs without a new contract in place though.

I think like Gaudreau, Bennett isn't even eligible for an offer sheet.

Bennett is eligible for an offer sheet.

A professional experience defined by the CBA:
Quote:
For the purposes of this Section 10.2(a), a Player aged 18 or 19 earns a
year of professional experience by playing ten (10) or more NHL Games
in a given NHL Season, and a Player aged 20 or older (or who turns 20
between September 16 and December 31 of the year in which he signs his
first SPC) earns a year of professional experience by playing ten (10) or
more Professional Games under an SPC in a given League Year.
Gaudreau burning the 1st year of his ELC by playing that 1 game didn't count as a pro experience year by the above definition. Therefore when his ELC expired he did not have the 3 years of pro experience required for players who signed their first SPC as 18-21 year olds and did not have the option to sign an offer sheet.

Bennett has played at least 10 NHL games every season since he signed his ELC for 3 years. (Remember the CBA considers regular season and playoff games when it comes to games played). Therefore he has the necessary 3 years of pro experience and can sign an offer sheet.

Yesterday, the NHL announced the schedule for the Stanley Cup Final. Game 7 is scheduled for June 14.

As per the CBA, the buyout window opens either at 5:00pm on June 15 or 48 hours after the end of the Stanley Cup Final. If the series goes a full seven games, there will not be much of a window for teams to put through buyouts before their protected lists have to be submitted.

Also, I'll be surprised if teams wait until after the Final is over before making Expansion Draft related trades. Game 7 of the Eastern Conference Final is scheduled for May 25 and the Final will start on May 29, so we might see a bunch of trades next weekend so they don't distract from the Final.
