From what I've understood, only players drafted out of the CHL apply to this rule. They key word is drafted. Carlson was drafted out of the USHL, went to the CHL and then was able to go to the AHL a year after. Some of the Europeans, drafted out of the CHL cannot.
A CHL player has to either have played 4 years or is 20 by a certain date to be able to go to AHL. Not sure about the age part.
