Yes, it is very cold out! I recommend staying in and playing video games till it gets above 20c. Safety first!
Seriously though...you must not be from Calgary if you think this is cold. Once you are active...you warm up right away so learn how to dress for whatever temp it is outside (use layers of clothes so you can remove clothing as you start to overheat). Calgary has tons of paths and parks... one thing to do is take a backpack (for extra clothes, lunch, fishing rod, camera, music, books, art supplies, whatever) and go for a hike or bike ride along one of the rivers.
