This was my line of thinking as well. Where's your best shot to land an NHL job in the next 2 to 3 years? Vegas is probably at the top of that list but if he doesn't want to play for an expansion team then the Flames have to be right behind in terms of organizational need.
Anyway, I try not to get too excited or disappointed in college free agent signings. They're nice when they happen because it's basically a free prospect but they're often way over hyped as well.

He hold off signing this long because he wants to see how the expansion draft will play out. Which suggests he wants to go to the team that will give him the best opportunity.

He finished 1 point behind the NCAA leaders this season and went from 0.69 pts/g last season to 1.63pts/g. No guarantee of anything, but suggests he might have reached a new level.

His linemate Vecchione (signed with the Flyers a couple of months ago) also put up almost identical numbers, but I have seen a few people who follow Union say Foo drove the play more than Vecchione did.

does the arena really play that much into a players decision? I can't see a player forsaking a team he likes and would be a good fit on because the dressing room isn't nice enough.
