I believe Solovyov is still injured, and Grushnikov is nowhere near ready for the NHL.
Since you only get four non-emergency recalls after the trade deadline, it makes sense to have a full-time 7th D on the NHL roster.

They only get to do that if they were the only team to put in a claim this time. However, that's probably true. We'll find out very soon.
