If the bylaw changes mean that drivers will need insurance I don't think people are going to be getting the uber they think they are if and when it starts back up

I hear things are imminent with Uber.
The process and wait has been painful, sure, but in the end I think the structure and safeguards for drivers and passengers as well as risk mitigation for the City (and therefore taxpayers) will have been worth it.

The proliferation wont be as fast as last time, but the customers are there, so the drivers will come. I bet the many of the drivers will actually be cabbies that don't own their own plate, and drive a car in the hours the plate holder doesn't want to drive it.
That's the other half of the screw job of the plate system. The drivers that drive cars with plates they don't own. They're paying a percentage to the plate holder. Just like Uber. But with Uber, they can drive as much as they want, and don't have to take the crap hours that the plate holder is willing to share.
I do feel bad for the (you could call it) small business owners that bought expensive plates, that will now be worth a lot less, but that's a few people, while the whole city was getting shafted for 20 years by the big cab company lobby.

Are we catering to any individual TNC? asks @RundleRay. City says it's about more options, says "one of the larger TNCS" has requested this
.@StevensonWard3 says at this point, he's happy to release plates, but has issues with the other things on the table.
@StevensonWard3 concerned taxi driver pool will dry up if TNC tweaks approved. City says that's why they should release 222 plates
Too many old timers on CC.
.@EWoolleyWard8 says there's large demand from consumers who want these changes. - He's really pushing for uber.

You mean several plate owners. Drivers who rent plates will be quite happy with the change as plate rents should drop to compete with Uber
