I believe the employer has to grant permission, but the formal request would be all that is needed to broadcast another teams interest.

Of course they cannot approach him regarding an active contract without receiving permission from the Flames.

If the Flames are good at one thing, it's being tight lipped about what's going on in the organization. I know it drives some fans crazy that they don't know what's happening, but I like it. Even Friedman said that he pretty much has no idea of what's happening.

Why is it "of course they can't"?
The entire head hunting industry would not exist if this were the case.
Now sure because the NHL is a cartel they might have some rule regarding this. But I'm asking if there is an actual rule?

No. It has been reported that Treliving's only condition is that his next contract is priced at "market value."

King is effectively a go between from Murray Edwards and the people trying to do good things. I could see issues there.

There's just a big, black cloud cloud hanging over this organization right now. The tough loss in the playoffs, the Wideman situation, the new arena, Treliving...Maybe this is why so many of us, myself included have such feeling about this whole situation.

It's treated just like a player under contract. Think the Oilers would be upset if someone talked to McDavid before his contract was up?

Although I have to say I consider the NHL more of a farce than ever. But that has nothing to do with the Flames in particular

"What I have in common with Calgary GM Brad Treliving? Apparently, he and Brian Burke don’t talk either."
There seems to be more drama here then we may think. Maybe Burkie didn't like the way Brad Treliving built the team, maybe not enough truculence as he hoped for. If it ultimately came down to keeping Burke or Treliving, I easily choose Treliving. Or maybe they're waiting closer to the end because Treliving will be taking over Burkes job and Conroy will be taking over Treliving's job and Burkie decided to give Treliving the silent treatment.

I don't know where Simmons would get that, the guy is worse than Francis.
Every interview of Burke I've ever seen or heard has him talking about Tre like a proud father, he gushes about Tre, and he should, probably one of Burke's greatest managerial hires.

"The unlikely name to be floating around the Buffalo Sabres vacancies: Brian Burke.
Word is that now that Burke is essentially in Cleveland Mark Shapiro-land — which means in hockey, but not really making key decisions in the hockey department with the Flames — he would prefer to return to a franchise which needs a more hands-on approach.
And the Buffalo situation might be perfect for him because Buffalo could use a front-man with the kind of noise and presence Burke brings.
Burke has been somewhat out of the mainstream with the Flames, with general manager Brad Treliving essentially running the hockey club. But after running his own show in Toronto, Anaheim and Vancouver, and before that in Hartford, he would prefer a return to the mainstream.
Geographically, Buffalo also works for Burke because of the proximity to Toronto, where his daughters live. It isn’t known what the Pegulas, owners of the Sabres, think of Burke, who has gotten out of contracts before to change teams....."
