I think Quebec would struggle to come up with the up front cost that the NHL wants for expansion. It's more of a relocation market for whoever they decide isn't going to work out long term.
I hope the Vegas arena has some crazy idea's that no one ever thought of, like a Casino club section with gaming tables where you can casually observe the game, or an on site sports book taking bets on how many runs Cal Clutterbuck takes at the opponents.

Which is probably smart. Be patient and you can buy and move the Hurricanes for probably half that price or even more.

why do you suggest they need to use all 4 letters? CGY is just Calgary and LAK is adding on the Kings. It's not consistent now, so maybe they just go with LVB

Expansion for the Western Conference.
Relocations for the Eastern Conference.
NHL wants equal proportion of teams in each conference.
Quebec City will likely get a relocated Eastern team.
Another Western Conference team (Seattle, Portland?) will be added via expansion at some point.
